The “quarterdeck” is the area of a ship where officers and diplomatic guests board the vessel.  It is also the formal entry point for personnel and serves as a ceremonial venue on a ship.  The Navy Memorial is the Chief of Naval Operations’ (CNO’s) Quarterdeck, or the official ceremonial center of the Navy.  It is here that the CNO’s personal flag flies.
